WHAT IS THE ADOPTION OF A
PUBLIC STREETSCAPE PROGRAM?

The Adopt-A-Streetscape program gives businesses, non-profit organizations, families and individuals, volunteer groups, and neighborhood associations the option of volunteering to maintain a streetscape or street median or contributing funds for contracting ongoing care and maintenance of public streetscapes.  The program helps to insure continued beautification and upkeep of public areas.  At the same time, it provides valuable name recognition for the adopter, thousands of drivers and pedestrians will see your adoption sign every day.

WHICH PUBLIC AREAS?


Landscaped sidewalks, medians, and parkways are part of the adoption program.  Some of the areas are located on: Jerry Murphy Road, Bonforte Boulevard, Highway 47 and Dillon Drive, Eagleridge Boulevard, East 4th Street, Northern Avenue, Abriendo Avenue, Union Avenue, Main Street and Elizabeth Street.  In cooperation with the City's landscape designers, new streetscape areas are encouraged to be funded and adopted by interested parties to enhance the beauty of our streetscapes and public spaces.


WHAT IS THE ADOPTER'S RESPONSIBILITY?

The adopter can agree to plant city-approved flowers in the spring, keep the area free of weeds and litter, with work done at a minimum of every two weeks, or as needed or the adopter can provide a cash contribution for a licensed landscape contractor to plant and regularly provide care and maintenance of the streetscape area.  The program is self-governing, meaning the adopter is responsible for keeping their promise without supervision from City of Pueblo

WHAT IS THE CITY'S RESPONSIBILITY?

Water usage, irrigation repairs and major maintenance items are the responsibility of the City via the Park's Department or contracted maintenance.  The City will provide to the adopter the instructions and guidance for proper landscape maintenance and care.   A sign designating the adopter's name will be provided in the project area.

WHO MAY PARTICIPATE?

The City of Pueblo's "Adopt-A-Streetscape" program provides an opportunity for businesses, organizations, families and individuals, volunteer groups, and neighborhood associations to take an active role in the maintenance and improvement of local public streetscapes. Student and youth groups under 12 years of age are not eligible to participate in the adoption program at this time. There are no fees for volunteers to adopt a public area.  However, the promise to maintain a public streetscape area by cultivating flowers, and keeping it weed and litter-free is a big commitment!

 

Policies and Procedures

  1. The adopting organization will commit to a one-year adoption period.  At the end of one year, the adopting organization or the City of Pueblo may renew or terminate the adoption. 
  2. During the one-year commitment, the adopting organization will perform the following maintenance tasks:
      • Cultivate city-approved flower and shrub beds, pick up litter, and generally watch over the adopted area a minimum of once a month.
      • Weed (mechanical or manual means is the primary means of weed control) - a minimum of every two weeks during growing season (April - October).  The use of chemical herbicide/pesticide applications may be allowed in approved areas.
      • In the fall, pruning of shrubs and other plants and pick up and dispose of leaves.
      • Report any observable problems with the irrigation system (i.e. leaks, misdirected spray, etc.) to the Adopt-a-Streetscape Coordinator 553-2615.
  3. City Parks will perform the following maintenance tasks:
      • Minor and major repair of irrigation system and regulation of irrigation flow.
      • Pruning of trees.
      • Major maintenance projects (i.e. planter renovation).
  4. The City will provide the adopting organization with the following:
      • Safety vests to be worn by the participants during cleanups for areas adjacent to major roadways and for center median streetscapes.
      • Trash bags for large streetscapes along major roadways.
      • A safety meeting for program participants prior to initial activities.
  5. The City will be responsible for the collection and disposal of trash bags left in designated median and public right of way locations.
  6. The City will install a standard information sign in the median, planter, or public right of way area acknowledging the adoption organization.  The signs will remain in place throughout the adoption period as long as the adopting organization is in compliance with all the policies and procedures of the program.
  7. Participants in the maintenance of the streetscape areas must be aware of the nature of the work that is to be performed and that there are potential hazards that might be encountered in performing such work. 

Safety Rules

Thank you for participating in the City's Adopt-A-Streetscape Program and helping to keep our City's streetscapes attractive.  Please:

  1. Always wear furnished orange safety vest while working in and along roadways and in the City's right-of-way.
  2. Stay on the median and off the roadway wherever possible.  Participants should be off any paved portion of the roadway.
  3. Children under 12 years of age should not participate in the program.  We discourage the participation of children in this program due to safety concerns.  However, children over 12 years may participate, but must be supervised by a responsible adult at all times.
  4. Observe all pedestrian laws and safety practices.  This includes, but is not limited to facing oncoming traffic when walking along shoulders, looking in both directions before crossing the roadway, crossing at corners or signalized intersections where possible, etc.
  5. Deposit filled trash bags on non-paved designated areas (off roadway and shoulders).  Keep roadway and shoulders clear for motorists and pedestrians.  Do not deposit bags on sidewalks or paths or in front of a sign post, delineator, or on a bridge structure.  Please do not overfill bags, so that they can easily be picked up and put into maintenance trucks.
  6. Please be courteous to pedestrians and drivers.  If a situation arises where a pedestrian or motorist is creating problems for the operation, notify the Adopt-A-Streetscape Coordinator 553-2615 on weekdays, Police Dept. on weekends at 553-2502 and for emergency only dial 911.
  7. Dress appropriately for the work and weather.  It is recommended that sturdy shoes and gloves be worn.
  8. Watch for broken glass, jagged edges on cans, etc.  If you find any potential hazardous items such as needles or syringes, please leave them where they are and contact the Adopt-A-Streetscape Coordinator for proper disposal 553-2615.
